Helipad Safety Compliance Framework
Budget: $15 – $25 USD
I need a comprehensive technical package that demonstrates how new or upgraded helipads can meet every applicable safety and regulatory requirement while operating at peak efficiency. The work has two equally important tracks:
1. Design & Compliance Study
• Analyse site requirements, obstacle limitation surfaces and load-bearing capacities in line with ICAO Annex 14 Vol II and all relevant civil-aviation circulars.
• Produce layout drawings, pavement thickness calculations and lighting/marking schemes that allow immediate submission to the authority.
• Compile a traceable compliance matrix cross-referencing each design element to the governing clause or standard.
2. Operational Management Framework
• Build a concept of operations for the unit that will control helicopter movements, issue slot approvals and supervise ground services.
• Define standard take-off and landing procedures, communications flow, SMS interfaces and emergency-response integration.
• Recommend staffing levels, role descriptions and a phased implementation roadmap.
Acceptance criteria
• Drawings delivered in AutoCAD (DWG) or similar open format, layered and to scale.
• Narrative report (≈8,000–10,000 words) with all calculations, assumptions and references clearly cited.
• Compliance matrix and SOPs provided in editable Word/Excel files.
• All documents must withstand authority audit without additional re-work.
Project success will be measured by the regulator’s pre-approval feedback and the clarity with which the management unit can be activated on day one.
