JOB DESCRIPTION:
I am seeking a Florida-licensed Structural Engineer (PE) to resolve a building permit comment from Putnam County. I submitted a permit package for a used 2006 24x36 steel modular building being converted into a permanent single-family residence.
CRITICAL BUILDING DETAILS:
- Original Use: Commercial modular classroom consisting of two units (Unit A and Unit B).
- Structural Frame: The bottom steel chassis features a heavy M10x9 I-beam running continuously all the way around the outer perimeter of both units.
- Wind Rating: The building is factory-rated for 140 mph wind loads.
- Available Assets: I have the original manufacturer blueprints, which include structural frame dimensions, point load locations, and pier/pad schedules for 2,000 and 3,000 PSF soils.
Everything in my permit package was approved except the generic manufacturer foundation plan, which requires a "site-specific foundation drawing."

The original 2006 plans specify standard ground/soil auger anchors. I CANNOT use soil anchors. I intend to secure a VA loan on this property post-occupancy (CO). To meet VA/FHA permanent foundation guidelines, all wind tie-downs and hurricane strapping must be engineered to anchor directly into the permanent concrete footings/pads, not the dirt.
The perimeter M10x9 beam should be utilized for the main pier placement and concrete-embedded anchoring points. The foundation anchoring must match and preserve the building's 140 mph wind rating to pass local Putnam County codes.
SCOPE OF WORK:
1. Review the existing 2006 manufacturer foundation schematics, M10x9 framing, and 140 mph wind load tracking.
2. Draft a single, site-specific foundation layout plan tied to my specific parcel address in Interlachen, FL.
3. Convert the anchor design: Replace the original soil-anchor specifications with a site-specific wind tie-down system anchored directly into the engineered concrete pads/piers to meet FHA/VA permanent foundation criteria.
4. Select the appropriate soil capacity to use (presumed or tested) and lock in the exact pier and pad dimensions.
5. Deliver a signed and digitally sealed PDF drawing ready for submission to Putnam County as a permit revision.
