Engineered drawings

Im looking to send someone 14 engineering drawings that are on a PDF file,, they need to be changed to a dwg or a file where I can chnage the dimensions and even change the size of the drawing design. Please quote me on the total job. Here is an example of a file that I need to change dimensions on for an example.
