Engineered drawing for foundation

I have an addition to my garage and need an engineered. Footing foundation. The footing is 20”w X10” thick foundation wall is 2 ft high 6” thick . I do not have 4 ft of ground cover so I will need 4ft of horizontal foam 2.5” thick coming out on top of footings for frost protection. As well as drainage around footing with 2” clear stone.
