Deck Plan Creation from Old Drawings

I have a set of old drawings in IMG format that I need converted to PDF format that is acceptable to a building dept for upgrade permits. We want to add a deck in front of the garage which will be the width of the garage appx 19' x 15'. If you have experience in architectural drawing, drafting and design, and proficiency in working with PDF formats, then you're the freelancer I'm looking for. Unfortunately, I do not have specific features or elements that I want to incorporate in my deck plan. It'll be great if you can provide some suggestions on possible seating. I'm only looking for help with the drawing and end result would be something I can submit to city of San Diego building dept for a deck that I'm going to build myself.
