Create a dwg (AutoCAD) floor plan from a jpeg file

Only the plan of the apartment is needed (key plan not needed). It would be nice if the original jpeg could be underlayed on a frozen layer for me to compare. The drawing unit should be in metres. The area is 700 sqft, therefore the scale should be accordingly adjusted such that the area matches approximately. You may use your judgement in deciding how much to scale (because I am not sure if the 700 sqm is builtup area or something else) , but use standard sizes for objects like doors, windows, room sizes as a reference. Apartment is in Singapore, should be the same as British/Indian standards.
