Create Scaled Floor Plan From JPEG

As the project owner, I'm looking to transform an image file of a 2D floor plan into a to-scale outline floor plan. For this project, the digitized floor plan should include room measurements. While I didn't specify a preferred software, utilizing a program adept at architectural design, such as AutoCAD or SketchUp, would be beneficial.

The ideal freelancer would possess:
