Convert pdf drawings into AutoCAD DWG drawing.

I have 2 plans (existing and proposed) and 2 elevations on a pdf (Looks to be Revit originally).
I need this to be converted into a dwg file, with layers, polylines and blocks. (no hatches).
DO NOT JUST IMPORT AND CONVERT I need this to be done correctly from scratch.
