Convert PDF to DWG drawing

I am looking for a freelancer who can convert a PDF file into a DWG drawing. Total of two drawings. (same cap in two different sizes). I just want it to be converted as it is. The desired scale for the DWG drawing (see drawing)
This has do be done from scratch and not use any program to convert.

Skills and Experience:
- Proficiency in converting PDF files to DWG drawings
- Autocad
- Familiarity with different scales used in DWG drawings
