Concrete house project

I want to build my home on my property. It will be made from precast concrete panels and 3 levels high. I need to have site plan, floor plan, elevation plan and other drawings. I need to breakdown into 3 stages.
1- concept design
2- detailed design
3- permit deisgn ( submit to governent for approval)
