Civil 3D AutoCAD Add-On Developer

Need Civil 3D AutoCAD developer to create program that sets houseplans within multiple closed polygons, (residential subdivision lot building setback lines) at all subdivision lots, all at once. The block is to be centered and set along a determined side of the polygon (right of way side). The block will have dynamic properties that need to remain with the block. A plus would be if the floorplan block could be automatically flipped as per garage side, which would be on the high side of lot. High side of lot determined by existing Civil 3D surface within the dwg file. In addition layout tabs would need to be created using Civil 3D parcel boundaries and scaled viewports in each layout tab of the Civil 3D parcels. Each layout tab would need to be named by the lot number of each parcel. The layout tab would also include a standard company block. This program can be a command prompt or an overlay.
