Certificate of Lawful Use Application

I am applying to a London local council for a certificate of lawful use (COLU) of an HMO. The property is already licensed.

In order to issue a COLU he planning dept at the local authority have asked for "pre-existing plans and existing plans and elevations with scale and scale bar". I am not undertaking any construction work. I have an old floorplan that you can work off.

In summary, I need to submit to the local authority: two plans ("existing plans" (Plan 1) and "pre-existing plans" (Plan 2)) and elevations of the outside of the property. No work has been done to the outside, so hopefully the elevations can be done from a photo. For the "existing plans" (Plan 1), no further measurements are needed and the old floorplan can be used, but the plan must be to scale with a scale bar. For the "pre-existing plan" (Plan 2), I need to show the differences between Plan 1 and Plan 2. Basically, some new bath / shower rooms, stud walls were included in some renovation over 10 years ago, and I need a plan to show the local authority these changes. I can sketch the changes required between Plan 1 and Plan 2.
