Building permit plans/sign off for a single window penetration addition to master bathroom

Tried getting a general contractor to do it, since a permit is needed, but I can do the project myself. It's not hard, but I need to have an engineer or architect sign off on "building plan" or construction documents. No GC wants this project as it's a very small amount of money. So I need Orange County Florida building plans to permit this new window rough in. Not the window install. Window World won't do the rough in. They want it done so they can plop the window in.
