Build me a AutoCad Drafting Program

I am looking for a person who have strong knowledge in MNC-CAD, Hyper soft Technology, Structural civil engineer with engineering mathematics knowledge, I want to build a Program for autocad drafting and autolisp for beam and slab in civil engineering.
