AutoCad Drafting of Survey Plats

Please Read carefully - look at the attachment - and do not email me back in 10 seconds after opening this, with a "I can do this for you please award me the job" request. I will know that you did not read the instructions below. I am looking for a single person working from home, not a person who looks for others to do the project and takes a mark up, or sources drafters from other countries. YOU must be the drafter/doer.
I have several 1970s era, hand drafted surveys of large subdivisions, in PDF Scanned format. Street and Lots. They are clear scans, and when I draw them in AutoCad, they close mathematically. This project is best suited for Civil type Drafters that do streets, lots, parcels, Land Surveys. Mechanical Drafters will struggle and not be suited.
1. I need these subdivisions converted in AutoCad, using my template provided. I use Autodesk Civil 3D 2023, but my DWGs are Autodesk AutoCad 2018 DWG. You must be able to deliver my DWG back to me with no errors in closure for the lines in AutoCad 2018. If you have a mis-closure, you need to re-trace your linework, check all the dimensions, and find /correct the bust. If you have done that, and if you think the original PDF is in error, you need to highlight where the misclosure is (ie no hiding it. the text, bearings and distances cannot be hard coded text, they must be annotative as per my template, and adjust with the linework.
2. I will need, with each DWG you submit, a screen video of your work, in real time, with timestamps, of you actually drafting this, so i can see how efficient you were while drafting. all future work submitted will need to have the video submitted and i expect the same level of efficiency in each video, time from the hours in the video will be deducted for time with no activity or large amounts of mistakes that require do-overs. Ie, I don’t pay for time correcting mistakes and re-work.
3. To choose the drafter for the project, i will send you my template with a started small Lot in the subdivision, formatted in the lines and styles i use; then you will finish the rest of the lots with your level of skill and efficiency and accuracy- call this a "test sample PDF/DWG".
4. You will send me the DWG back, completed, with a file share link to the screen video so i can see how efficient you are in drafting and get a good idea of how the next projects will go.
5. the best quality/ correct / fastest format drafter will get paid for the work, and win the project as well as the future ones.
6. I have 20+ subdivisions to convert to AutoCad, minimum. there is probably 40-80 hours of total work at least for this phase.
7. Attached is a sample PDF that would to be converted into AutoCad 2018 DWG - just page 2 and 3 linework, and annotations as shown. Page 1 is for your calcs, but I would need those line and curve tables produced correctly in AutoCad. If you have not done this type of surveying drafting before with closure checks, please don't even try this project; there is too much learning curve for you, and you will not be as efficient as compared to others. Mechanical Drafters have a very difficult time adapting to Surveying
