Photo album AR

Hello, I need a budget to make a simple app based on AR with markers for a photo album.
The user will be able to scan photographs to turn them into bookmarks and add a video to them.
Ex: by means of a physical photograph of a birthday, we scan it converting it into an AR marker and we assign a video of that same birthday from the gallery.
In such a way that every time the user scans that photograph converted into an AR marker, it will show the associated content.
