Can you create an AR copy and paste tool

I need help creating this. I need help, understanding, and guidance on how to implement this whole code: https://github.com/cyrildiagne/ar-cutpaste. I need help coding it or someone to create it and explain in full detail everything and how to run the code. My budget is up to $500-$750 because I do have the references and code, I will certainly pay after you screenshare with me on a meeting explaining how you did it and the final product. If a developer does well on this they will certainly be included in future projects.
