On-Site UN NGO Audit Paraguay

I need an accredited financial auditor based in (or able to travel to) Paraguay to perform a full on-site financial audit of UN-funded projects delivered through local NGOs. The engagement must strictly follow the UN-specific audit guidelines that apply to partner organisations, covering the complete set of financial statements—balance sheet, income statement and cash-flow statement—for the period under review.

You will conduct fieldwork at the NGOs’ premises, review supporting documentation, test transactions, verify compliance with disbursement conditions, and trace project expenditures back to original source documents. Close liaison with project accountants and UN programme staff will be essential to clarify chart-of-accounts mapping and any in-country regulatory considerations.

Key deliverables
• Independent audit report in English, formatted to the UN template, with an unqualified/qualified/adverse opinion as appropriate
• Management letter highlighting findings, risks, and actionable recommendations, ranked by priority
• Consolidated schedule of adjustments and a concise summary of audit procedures performed
• Secure archive (encrypted) of working papers for UN quality-assurance review

Acceptance criteria
• All procedures align with the latest UN Partner Audit Guidelines and any supplemental NGO instructions supplied at kick-off.
• Materiality thresholds and sampling methodology are explicitly documented.
• Draft findings shared within five business days of fieldwork completion; final signed report delivered within ten business days after receiving management comments.

Fluency in Spanish is mandatory; professional English writing skills are required for the final documentation. Familiarity with IPSAS, IFRS or GAAP is welcome, but adherence to the UN/NGO framework takes precedence. Please confirm your Paraguayan licensure (or recognised equivalent), availability for on-site work next month, and prior experience auditing donor-funded development projects.
