Resolve eBay Store Rejection

My first application for an eBay Store was declined and eBay has not spelled out the reason.
Here is my situation:
• I am a Chinese citizen who wholly owns a U.S.-registered company.
• The company operates with a U.S. business bank account, U.S. debit/Visa cards, a verified PayPal account, and four U.S. warehouses holding real inventory.
• Annual sales across my DTC site and Amazon account are about USD 1.4 million.
