Recycling Control Strategy

I oversee the Secretaría’s sustainability program and need a specialist who can tackle waste reduction and governance with the same intensity. Our immediate priority is a recycling-driven waste-reduction program that not only diverts material from landfill but is supported by clear, measurable internal controls so management can prove its effectiveness at audit time.
Here is what I expect to walk away with:
• A baseline waste audit that quantifies current recycling opportunities.
• A practical, costed roll-out plan for new or improved recycling systems (containers, signage, vendor partnerships, data-capture points).
• An internal-control matrix that shows who does what, when, and how results will be verified—think KPIs, process maps, and a simple dashboard.
• Training material I can hand to staff and cleaning contractors so the system sticks.
• A short evaluation after month one to confirm diversion rates and control effectiveness, with recommendations for tweaks.
If you normally work with ISO 14001 frameworks, Lean waste-minimisation tools, or similar methodologies, that will fit perfectly, but I’m open to proven alternatives. Spanish fluency is welcome, though not essential—clarity and actionable deliverables matter more.
