1. Organization Overview
The Redevelopment Authority of the County of Monroe (RDA) is a public entity administering federal, state, and local housing and community development programs, including CDBG, PHARE, Act 137, and other restricted funding sources. The Authority requires monitoring-ready, audit-ready financial management and bookkeeping services.
2. Purpose of RFP
The Authority seeks a qualified firm to provide full-charge bookkeeping, grant accounting, financial reporting, audit support, QuickBooks Online management, and internal control support.
3. Scope of Services
• Maintain general ledger in QuickBooks Online
• Record revenues, expenses, and journal entries
• Monthly bank/credit card reconciliations
• Grant tracking by funding source
• Budget vs. actual reporting by grant
• Board-ready monthly financial statements
• Audit and monitoring support
• Internal control and fraud prevention support
4. Minimum Qualifications
• 3–5+ years of nonprofit or government bookkeeping
• Grant accounting experience
• QuickBooks Online expertise
• Audit preparation experience
• Ability to produce board-ready reports
5. Proposal Requirements
• Firm overview and staff resumes
• Relevant government/nonprofit experience
• Service approach and internal controls
• Cost proposal
• Three references
6. Evaluation Criteria
Grant experience, government/nonprofit experience, QBO expertise, cost/value, audit readiness, and references.
