I have had a friend who has enhanced to the best of their ability and I have that and there is clearly voices that are there, but they are not low enough to actually hear them. I have the original and the enhanced version and if the voices can be heard clearly then there are a number of files that will need to be done and then be passed to the Police with you being recommended as the expert audio specialist, if you are agreeable.
The key point is to make the audio audible enough for the average person to clearly hear the words spoken.
