make all voices clear and remove background noise in recordings

I am looking for a freelancer to make all voices clear and remove background noise in recordings. The recordings I have are security cam recordings. I have specific requirements for the final outcome. I want the voices to be crystal clear but understand if that's not possible. I need this project completed as soon as possible (ASAP).
