ffmpeg and video stream...help needed

We are a small startup which builds a cool audio-video app similar to tiktok but authentic and different in our own way.
We need a help with ffmpeg in our backend and showing our videos in app with fast loading speeds and right timing inside merging process.
We need a ffmpeg and mediastream knowledgeable person that should set up, validate and optimize our streaming process.
Process involves merging videos MP4, audio MP3, adjusting fps, cuts, and making HLS.
You should understand our process, proposing the solution and explain it, make example with ffmpeg to optimize our needs and all needed transformations with high efficiency and quality.
Possible long term cooperation with us….just one person, not companies....
