Project enhance whisper sound at the background

Hello, I have a recording on mobile which needs the background (person on the other end of the phone) voice to be enhanced as much as possible. First 10 seconds or so you could hear the voice, however, after this you cannot hear it. Grateful if the background noise level is lower and the whisper sound to be more higher. Thank you. The voice recording is about 4 minutes long.
