Help me please! Short Vocal Audio clip

I cant give a ton of details here, But I will give some privately. I have a short 8-minute audio clip with a massive amount of background noise somehow. Possibly electrical interference? I have tried a few different things like noise gates, equalizing, etc. But I don't know anything really, just what I've learned in last 12 hours. It was recorded at 192kbs-44khz sample rate I believe. I am unable to pay, due to the details I can't say here. If someone is feeling charitable and could help their fellow king out, you'd be helping me an unimaginable amount!!! no matter what i do when i remove background noise the spoken audio i am needing is still unable to be understood, and thats what i am needing. Even if not the whole clip perfect, just as much understandable as possible. There is also a 45 second part of clip that is most important, honestly the only important, if someone could maybe edit just that? <3 <3
