Heavy background noise removal and voice enhancer of a cell phone audio recordong

I am looking for someone who can remove heavy background noise and enhance the voice of a cell phone audio recording. The recording duration is 5-10 minutes, and the entire audio needs to be enhanced. There is no specific deadline for when this needs to be done. I used lalal.ai but it only cleaned up the first half up to 638 and even then it wasnt that great. However, it was poorly recorded as well.
