Create robo-call & Text program -- 3

I am looking for an experienced programmer to help me create a robo-call and text program. Specifically, I need assistance setting up the program, but will provide my own message content - I don't need help creating the content. The type of messages I need are reminders, so the messages will need to be set to send out at specific times or intervals. My budget is flexible, and I'm open to suggestions and feedback!
