Audio Forensics on Noisy File

I want someone that can remove background noise of an audio recording in an apartment.
Enhance audio so that whispers are intelligible.
Process file overall so that all dialog from speakers can be understood as much as possible.
Remove all background noise and enhance whispers so speaking can be intelligible.
Also, I want to know if there are two or more people conversing and discriminate it from a television that is running in the background.

Input:
audio file original (has conversation both in whispers and beneath sounds of dishwashing machine, television)

Output:
audio file processed with intelligible dialog from all parts of original audio, dishwasher sounds removed. Take particular attention to the end of the audio file, when the dishwasher sounds are removed, the speaking will be very faint. Please enhance everything so I can understand what is being said.
