TIMER Sound Effects

Yes Hello, I am in need of a program created for the newest version of Windows, it is a program that can load mp3 and wav files and play them at certain scheduled times of the day. Also it can clip sound files and save them, all using a soundbank which you can load up with unlimited files and set unlimited (well almost) scheduled functions.... I want the program to look great too. Also voice record and txt input on the app.
