Making whispers in video louder

I am looking to have someone make the whispers in my audio recordings much louder. Currently the volume of the whispers is very low, but I want them to be much louder with no background noise . This need is throughout the entire video, not just certain parts. Regardless of long the video is, I need the whispers to be clearly heard in all parts.
