Cover up audio cleanup

I have an ambient mono audio recording of my living room. There is a loud cover up audio track playing on the television while two women are intimate. I would like this audio cleaned up enough--ambient noise increased, and cover up audio decreased--to use in court proceedings.
There is another ambient track available with no television and just conversationa as a baseline reference.
