Audio editing to create auto stop points

I am organising audio for the charity www.fredhyde.org, to bring good quality spoken English audio into the classrooms of primary schools on Bhola Island, a remote and disadvantaged area of Bangladesh.
I need a quote on getting the audio into the right format for use by teachers. We have already resolved who will be the voice (we have a volunteer with a very clear voice), how to download to the teachers phone (we can do this during training as the office has Wi-Fi) and how teachers will play through portable loudspeakers in the schools (we will buy speakers cheaply in Bangladesh and link each one via Bluetooth). We need help with the following steps -
- Audio files need to be formatted with frequent stops and the ability for the teacher to either play the next piece or play the previous piece again.
- We have only recorded a couple of test files so far (the major recording hasn't taken place yet) and your advice on file format for efficiency would also be appreciated.
I have a test file which should ideally be returned as a proof of concept by putting it in a format where it stops after the 1st, 2nd and 3rd pieces of reading – at 2.5 seconds, 5 seconds and 7 seconds – and in a format which allows download to phone with buttons to play and rewind to the last stop point.
At this stage we think that the final audio will be about an hour long and will need to have around 150 stop points programmed in. I will define the locations of each stop point in minutes and seconds on an excel (or in whatever format works for you).
We plan to supply the audio and stop locations by Jan 21st and get the formatting work done by you by Jan 29th.
