Real-Time Fire/EMS Dispatch Monitor for macOS

I am looking for an experienced developer to build a private macOS desktop application that continuously monitors a publicly available Fire/EMS scanner feed, detects dispatch tones, transcribes dispatch audio in real time, extracts structured call information, and immediately sends push notifications to my iPhone whenever specific units are dispatched.

This application is for personal use only and will not be publicly distributed.

Scanner Feed

The application will continuously monitor the following Broadcastify scanner feed:

St. Louis County Fire & EMS – South (Broadcastify Feed ID 19463)

The feed contains automated dispatch announcements with a clear computer-generated voice.

Core Requirements
Continuously monitor the Broadcastify scanner feed 24/7.
Detect the two dispatch tones that occur immediately before every dispatch announcement.
Once the two tones are detected, immediately begin processing and transcribing the dispatch.
Real-time speech-to-text transcription.
Automatically extract the following information:
Date and time
Unit(s) dispatched
Incident type (Nature)
Address
Cross street (when spoken)
Allow filtering so notifications are only sent for selected unit numbers (for example, specific fire apparatus or ambulances).
Immediately send a notification to my iPhone whenever one of the selected units is dispatched.
Automatically reconnect if the audio stream disconnects.
Run reliably 24/7 with minimal maintenance.
Speed & Performance

The highest priority for this application is speed and reliability.

After the dispatch tones are detected, the application should begin processing immediately and send the notification within a few seconds whenever possible.

The application should not build up a backlog of audio or become delayed after running for long periods.

I care much more about receiving the notification quickly than having a perfect transcription.

Notification Requirements

When one of my selected units is dispatched, I would like to receive an immediate notification on my iPhone via telegram using a bot.

For every dispatch that goes out I would like it to record the dispatch as well and when one of my selected units is dispatched, I would like to receive an immediate notification as well as the recording of the dispatch as well.

Original Dispatch Recording that i can listen too right away.
The notification should include the original dispatch recording so I can listen to exactly what the dispatcher said. If any information (such as the address) is unclear or not transcribed perfectly, I can quickly verify it by listening to the recording.

The recording should begin immediately after the dispatch tones and continue until the dispatch announcement is complete.

Local Dashboard

A simple local dashboard (web-based is perfectly fine) to view:

Call log
Date and time
Incident type
Address
Cross street
Units dispatched
Audio recording
Search and filtering capabilities
Reliability

The application should:

Run continuously for weeks without manual intervention.
Automatically reconnect if the scanner feed disconnects.
Automatically recover if transcription stops.
Never silently stop processing.
Maintain logs that show when dispatches were detected, transcribed, and notifications were sent.
