Simple audio application

Hello,
we need to create easy windows app where i can select all sound I/O devices in windows and select their frequency(bitrate/sample rate) and settings. Shortcuts for keys on keyboard would be apprecieted to switch fequency and audio devices.
There also should be profiles for sound settings which i can switch via keyboard shortcuts. You can use any programming language which works for you.
