Improve call audio clarity

I need help enhancing the audio quality of a recorded conversation that took place over a call or video chat. The recording has a very quiet voice, and there are traffic or environmental noises in the background that need to be reduced or removed. Ideal skills include expertise in audio editing and noise reduction techniques. Experience with tools like Audacity, Adobe Audition, or similar software is preferred.
I have included a small sample of the video recording im not sure if its suppressed as a result. The original is a screen recording from my phone of a cctv video and is 40 mins long.
