Clean 8-Second Fuzzy Audio

I have a very short, 8-second video whose soundtrack is overwhelmed by mic static. The spoken words are still there, but the fuzz makes them hard to understand. I need the audio isolated, treated, and returned so the speech is clearly intelligible while still sounding natural—no over-processing that makes it robotic.
