voip with spoof function

I am looking for a VoIP expert who can create a system with spoofing capabilities specifically for caller ID spoofing. The project requirements are as follows:

- VoIP service with caller ID spoofing capabilities
- No additional functions are required apart from spoofing
- The ideal candidate should have experience in VoIP development and be familiar with caller ID spoofing techniques.
