Twilio Call Forwarding Update

I need my Twilio account configured to forward calls to a single phone number.
The ideal candidate for this project should have:
- Proficiency in Twilio services and configurations
- Experience with call forwarding implementations
Please note, I do not need specific conditions for the forwarding, such as time of day or day of the week. However, I am interested in having a voicemail option if the call is not answered. This voicemail should be sent to a second phone number and can be a text-based message.
