Text to Voice Conversion (G729, G73 Format)

I am looking for a skilled freelancer who can assist me with a text to voice conversion project. The ideal candidate should have experience working with G729 format.
Specific Requirements:
- Text to voice conversion in G729, G723 format
- Ability to generate multiple language and accent outputs as required
- Conversion of approximately 10 to 20 seconds of audio
- Text/SMS will be sent from an SMS Switch, it can be sent using SMPP or web API
