Setup Kannel SMS server

We are looking for someone who can setup a new Kennel instance VM, setup SMPP connections to various providers and setup dynamic routing based on destination (by using an XML API to obtain the provider we want to route it to), setup GUI with the Kennel so we can do basic config / monitoring.
