Setup Jasmine SMSC gateway, SMS Billing

We want to set up an SMS feature within zoiper (www.zoiper.com) a sip phone.
We want users of our app to be able to send and receive SMS via IP. With time, we would want the SMS gateway to send SMS to other networks.
We are looking to setup a full SMSC gateway and SMS billing solution. We would want Jasmine SMSC but any recommendation would be okay. We want our sip phone users to be able to send text sms via IP.
