Open URL when a phone call is made with Asterisk.

I am looking for a developer who can open a link with caller and destination for every call via our Asterisk telephone system.

We have A2billing and Freepbx (Asterisk).
On each call open a URL like http://test.xyz/outbound.php?cid=extension/username&did=dialnumber
Example: http://test.xyz/outbound.php?cid=012345678&did=999
Requirements:
- Experience with Asterisk

- Proficiency in Asterisk configuration and scripting
