Advise for voip provider pbx and billing platform

We are going to be voip providers so, we need an experienced person to consult us on choosing a pbx with billing system which supports both resellers and clients and is as much full featured.
Preferably based on Freeswitch but we are open to other options as well.
Your role will be consulting now and perhaps help implementing further on if needed.
