Create a tool to unpack a file type to csv/xml

This file type is from a personal project i did several years ago and i lost the source, so i need to convert the data to a readable format.
The source before packing was a csv file comma separated, it contains numbers and filenames inside.
I have several files to unpack , thats why i need a tool that i can reuse and not just the output file.
Im attaching a file as sample.
I dont mind if the tool is made in python, java, c++ or whatever.
