On line e-prescribing

I need someone who can program in .asp and visual basic.net. They will be given an API with documentation. The job is to create a "program" or "script" that, when executed, will connect to a specific web site. The script must log in using a user id and password which the script needs to read from a file. . There is a test account for the development project. When logged in, the script must go to a prescription entry page. The script will read a patient id from the same file as the user id and password. If the patient exists, then the user who executes the script may enter a prescription for this patient. If the patient does not exist in the database on the web site, the script must add the patient with fields also read from the same file as the user log in and patient id. When finished the script will log out of the web site. This is an application for dentists to prescribe medications for patients on line. This new form for prescribing is becoming mandatory in the US in most states. The developer must sign a non-disclosure agreement with me. All developed software will be owned by me after project completion.
