GoDaddy Website Enhancement & CV Database Integration

I'm looking for a skilled web developer to modify my GoDaddy draft website. The task involves enhancing the site to include:
1. A section for users to manually enter their CV
2. An area for users to upload their CV in PDF and Word Document (DOC/DOCX) formats
3. A contact form (the section is already there) with inputs that need to be saved in a database.
The developer will also need to adjust the site to reflect my brand, specifically the logo and color scheme. A template will be provided for these changes.
In terms of database features, the following are required:
- Data encryption
- Backup and recovery
- User access control
Ideal skills and experience for the job include:
