web push notification pwa asp web form -- 2

short discription
(the first example is good , i want to make it as web form not mvc, change the db to sql server, i can post request to do the notifcation)
*even if as mvc , i need to post http request with info you need to send the web push notifcation

i need to buid a project work in asp.net pwa has the following
-sending web push notification
-register information in sql db such as id , name , email,mobile type,.. nesseccery info
-register all messages for the user(title,message,icon,statues)
- the project for example will be in push.example.com , and i can call it by https request from another such as
call.example.com
-i can send for specific user or all
-when user need to get pormission (should be in pop up), also when denied permission display you denied that
-user can unsubscripe
-clients receive the web push notification in desktop or mobile browser (even when it is closed page)
i have an example and i tested is working fine with me , but i need it in asp form not mvc nether than asp core
, provide the api that i can call
