Verification of Identity and E-Signature ASP.Net Core API

I am looking for a ready project or a talented experienced programmer to deliver the above project in time and cost-efficiency. The work will include the Verification of the person's identity by recognizing the face accurately and other IDs with his face, and signing documents electronically with identifying the signer and the signee and their IP address, Location, time, unique transaction ID, time of viewing and signing the documents, etc.

The project must be in ASP.Net Core API developed.
