Simple asp.net c# webforms navigation (telerik)

Hi, I have a html bootstrap page that only consists of a navigation bar (created with yamm). I need someone to create a webforms app (.net framework 3.5) and then create a master page and then create a dashboard page. on that master page i need the navigation bar to be a usercontrol and made with telerik with the custom skin/theme of my custom bootstrap theme. And then I need a css in the theme/skin where I can add to the theme to customise it more.

I need this done quickly.
